Anyone have any suggestions for doing bearings on this trailer? Bought used and not sure the last time they were done, if ever.

Can't see how to get the dust cover off, do I just remove the black plastic part at the end or is it the whole cover? I don't see any kind of notch to get a screwdriver in anywhere.

As state above, either remove the rim/tire or pop the black plastic cap to access the Zerk. If you're planning on repacking the bearings then removal of the rim will be necessary.

Bearing/Seal service is relatively easy to do if you've done some wrenching before. There will be a "keeper" that prevents the nut (holding the hub onto the axle) from backing off. The "keeper" pops off with a small flat screwdriver and then the nut will come off. Once you remove the hub there will be two bearings (one small, one large) and a seal in the back of the hub. I usually clean and repack the bearings but replace the seal annually. I only replace the bearings if they seem rough or discoloured from heat.

More than likely you will have Dexter axles on your trailer, so here is the service guide from them. Start reading on Page 45 for the instructions on greasing.
