I made some for buddies and I. Used 3/16 barstock as wide as the flat piece on top of the steering stem that the bars clamp to, cut and drill holes on two of them so they bolt onto the stem. Then determine how high you want the riser to be and take a piece of 1 inch hollow steal pipe cut it to height, then cut an angle on one end to angle bars forward. Weld the plates on it and done el cheapo riser/ pivot, you will also need some nut and bolts. I made mine first and basically just used it to go about an 1 1/2 and pivot the bars forward, but plan on bolting a store bought aluminum 4 inch on top of it.
