There will be a legal easement held by your city, township, county which extends into your yard from the center of the road. These easements are in place for future road expansion and maintainance. The city, township, county and some utilities do have legal rights to traverse this area. The general public does not, unless this area is part of an old road that was never removed from the county libre. In a nutshell, the public cannot drive on your yard for no legal reason. The local govermental agency and utilities can. Now this explaination is a very basic one. This is a civil law matter and can become very complicated. My advise to you is to contact you local unit of government and explain the matter to them. They may have a better, more indepth, explanation.
