You can always pull the fuel line from inside the engine compartment, behind the air box, or you can siphonin it, or drill a hole in the side of the tank (lol j/k)

Sorry about the spelling mistakes, I was kinda in a hurry to type it up as I had to get off so they could install the new comps. So ill go back and edit it.

My old tech teacher had a 99 scambler 500, nuthin would work right, he put a new battery in and every now worked, what happened was the battery had an internal short and was screwing everything.
