I was just had the carbs off and when I went to reinstall I noticed that fuel was slowly flowing/siphoning out the supple line. Is that okay or is my fuel pump gone?

does it run? if so i would say the pump works.

i would think if the fuel line is below the fuel level in the tank that fuel would run out.

Note: If the fuel is running out of the impulse line on the backside of the crank, then the fuel pump would be defective.

P.S. How cold is it up there?

It shouldn't flow. There is a built in anti-siphon valve in the pump. It will only have 2 effects: the issue you have when the line is off. And if the carb floats stick open, it'll flood.

Thanks for the replies guys. Good to know. It still pumps but I guess I'll have to replace it.

It just got cold, it was between 5 and 10 degrees below freezing for most of the winter, now the high is between -20 and -30C. We have lots of snow, a couple feet or so. Pretty good sledding conditions.
